Marine
Corps Revised Liberty Regulations are in effect for all uniformed
service members assigned to III MEF and MCIPAC in Japan, whether in a
permanent or temporary additional duty status.
Here are the Key points as of February 14, 2013, provided by the III MEF PAO;
Read the entire regulation as violations may result in administrative
or disciplinary action, if you have specific questions or concerns I
suggest you contact your chain of command. We will not be able to
answer questions related to specific liberty regulations, this is
because every command is different and may place additional
restrictions.

RED CARD HOLDERS
-No off-base consumption or purchase of alcohol, except in your own off-base residence or lodging.
-No off-installation leave or liberty with a Blood Alcohol Content of .03 or higher.
-Liberty buddy rules remain in effect.
-Curfew from 2400-0500. (You must sign back into the barracks ON YOUR
HOME CAMP by 2400 before commencing on-base liberty or be in YOUR OWN
off base residence).
-Any exceptions require special liberty approval.
GOLD CARD HOLDERS (E5 and below)
-No off-base consumption or purchase of alcohol, except in your own off-base residence or lodging.
-No off-installation leave or liberty with a BAC of .03 or higher.
-Liberty buddy required after 1900.
-Curfew from 2400-0500. (You must be aboard a base or your own off-base residence or lodging).
-Any exceptions require special liberty approval.
GOLD HOLDERS (E6 and above)
-No off-base consumption or purchase of alcohol, except in your own off-base residence or lodging.
-No off-installation leave or liberty with a BAC of .03 or higher.
-No liberty buddy requirements or curfew restrictions.
